Abstract
The term ‘children in conflict with the law’ (CICL) refers to anyone accused of an offence while under 18 years of age at the time of commission of the alleged offence. The juvenile justice machinery, guided by principles of ‘best interests of the child’, ‘right to be heard’, ‘fresh start’ and ‘positive measures’ is designed somewhat differently from the procedures of adult justice systems. The juvenile justice system focusses primarily on the reformation, restoration and rehabilitation of children who come into contact or conflict with the law.
