Abstract
Persons with disabilities are amongst the most disempowered groups. Due to their marginal status, they are denied the fundamental civil, political, social, economic and cultural rights that are the prerogative of all citizens in a democracy. They are constantly faced with discrimination and are subjected to neglect, prejudice, revulsion, rejection and pity.
