Abstract
Women suffer human rights abuse is an open secret. Yet, both women and the issue continue to face neglect. Though state and societal recognition of the problem has increased, and legal aid, crisis intervention and support mechanisms are more easily available to women, violence against women is concurrently on the rise. The legal framework, influenced by CEDAW, clearly establishes that the primary duty bearer responsible for securing women’s rights and entitlements is the state.
