It is necessary to draw attention to the tradition of over legislation in India. In the 1980's and 90's there has been focus on various issues in the women's movement, especially on legislative reforms. The result is the highest number of laws on violence against women.

While talking about law and homosexuality, I am reminded of a story of a washerman and his donkey. The donkey refused to move with the heavy bundle of clothes on his back from his house to the pond. The washerman nailed a carrot to a stick, which was tied in front of the animal's mouth.

While the world's major killer disease, smallpox, that used to claim millions of lives has been eliminated, the planet has been struck with a more dreaded disease, AIDS or Acquired Immuno Deficiency Syndrome.
